It isn't though. A CR 1 fight is "a fair challenge" for 4 lvl 1 PCs, not equal. That means they can kill it and keep moving on to fight other things, not 50:50 equal. A first level character is probably about CR 1. 4 level 1 players could probably use up some resources to kill that, and keep moving.
